The Sovereign Option
“We do not lead with the investment. We lead with the place. We lead with the life. The Golden Visa is the structural enabler of something far more important.”
Why Now
For two decades, investor residency programs gave globally mobile families a second position in the world. That architecture is collapsing. Italy stands increasingly alone as a stable, well-structured option within the European Union.
Golden Visa program terminated in April 2025. No new applications accepted.
Real estate route eliminated. Remaining fund-based pathway severely backlogged, with processing times exceeding 24 months.
Citizenship-by-investment program struck down by the European Court of Justice. Under active infringement proceedings.
Investment thresholds raised to €800,000 in prime areas. Continued tightening expected under EU pressure.
Tier 1 Investor Visa shut entirely in February 2022. No replacement program.
EU Commission has taken a firm position. Schengen visa suspensions for Vanuatu and Dominica. Offshore passports are eroding in value.
Families who relocated to Dubai, Abu Dhabi, and Riyadh are asking harder questions about long-term security, geopolitical exposure, and the rights framework they are operating within. A UAE residence card is not equivalent to an EU residence permit — and the distinction matters when the world shifts.
Access to a single market of 450 million people. The world’s second-largest GDP. Treaty-guaranteed rights to live, work, and move across 27 member states. The EU outranks competing jurisdictions in trust in institutions, quality of life, consumer protection, rule of law, access to education and culture, human rights, stable governance — and many crucial factors more that make life worth living beyond accumulating. An Italian residence permit is not a convenience — it is a structural position in one of the most enduring civilisational frameworks on earth.
The third-largest economy in Europe. A G7 founding member. The highest concentration of UNESCO World Heritage Sites on earth. Universal healthcare ranked among the best globally. A civilisation whose influence on design, food, architecture, law, and the texture of daily life is without equivalent. Italy is not a program — it is a place. The program is simply how you enter it.
Italy’s Golden Visa
Italy’s Investor Visa for Italy (Visto Investitori) offers four qualifying investment routes. Each grants a two-year renewable residence permit with a pathway to permanent residency and citizenship.
| Investment | Route | Notes |
|---|---|---|
| €250,000 | Innovative startup | Must qualify as “innovative” under Italian law. Limited scope. |
| €500,000 | Established Italian company | Sicily Prime’s pathway. Equity investment in an established, operating Italian company. The most robust and well-understood route. |
| €1,000,000 | Italian government bonds | Two-year minimum hold. Low yield. No tangible asset. |
| €2,000,000 | Philanthropic donation | Non-recoverable. Directed to culture, education, immigration management, or research. |
€500,000 equity investment in Sicily Prime S.r.l. — an established, operating Italian company with tangible real estate assets, active construction programs, and a hospitality operation in southeastern Sicily. This is not a blind fund. It is a company you can visit, whose assets you can walk through, and whose team you can meet.
Capital after approval. The investment is made after Nulla Osta pre-approval — not before. You do not deploy €500,000 and then hope for a visa. You receive government confirmation that your application has been accepted, and only then does capital move. This is the single most important structural protection in the program, and the fact that distinguishes Italy’s approach from nearly every other residency-by-investment scheme in the world.
The Tier One Investment
An equity investment of €500,000 in Sicily Prime S.r.l. — an established, operating Italian company active in luxury real estate development and hospitality in the Noto–Syracuse region of Sicily.
The investment meets the €500,000 threshold for Italy’s Investor Visa (Golden Visa) under the “established Italian company” pathway. Capital is deployed only after the Italian government issues pre-approval (Nulla Osta), reducing capital-at-risk.
3–6 months from application to residency permit. Investment made after pre-approval — not before.
The Process
A clear, sequential pathway. No ambiguity, no hidden steps. Your capital does not move until the Italian government has confirmed your eligibility.
Confidential discussion with Sicily Prime and our legal counsel. Assessment of eligibility, family structure, and objectives.
Verification of source of funds, background checks, and preparation of the investor profile. Coordination with your existing advisors as needed.
Formal application submitted to the Italian Committee for the Ordering, Coordination and Monitoring of Immigration. No capital commitment required at this stage.
Government confirmation of eligibility. Typically 3–6 months from initial application. This is the critical milestone — the green light.
Only now does capital move. €500,000 equity investment into Sicily Prime S.r.l. executed upon Nulla Osta approval.
D-type Investor Visa issued by the Italian consulate in your country of residence. This is an entry visa — it grants you the right to enter Italy and proceed to the next step.
Upon arrival in Italy, you apply for the Permesso di Soggiorno — your Italian residence permit. Valid for two years, this is the document that grants you the right to live in Italy and travel freely within the Schengen Area.
After two years, a new Nulla Osta is required for each renewal. The investment must remain active and the company operational. Renewal extends the permit for an additional three years. Sicily Prime manages the renewal documentation on your behalf.
After 5 years of continuous legal residency. EU long-term residence permit. No further renewal required.
Eligible after 10 years of legal residency. Italian — and therefore EU — citizenship. One of the strongest passports in the world.
The Flat-Tax Advantage
Italy’s regime forfettario per i neo-residenti offers new tax residents a fixed annual substitute tax on all foreign-source income — regardless of amount. Extended in the 2026 Budget Law. Italy is now a serious alternative to traditional wealth-management jurisdictions.
For a family earning €2M, €5M, or €20M per year from non-Italian sources, the tax is the same: €300,000. This changes the calculus of where to hold your primary residence — and it is precisely why families from London, Dubai, and Singapore are looking at Italy with new seriousness.
Why Sicily Prime
You could invest €500,000 in any qualifying Italian company and obtain the same visa. Here is why this one is different.
Specific villas on specific land in a specific place. Not a blind fund, not a financial abstraction. A real estate portfolio you can walk through and touch.
Every shareholder receives a 14-day annual complimentary hospitality benefit across the Sicily Prime villa collection. Your investment is a place you experience.
A curated community of YPO, EO, Tiger 21, and Argonauts members. The people around the table have built companies, led organisations, and earned their seat.
Sicily Prime’s Internal Marketplace — unique in the Golden Visa market — enables you to offer shares to incoming or existing investors within the community. Board-approved transfers, NAV-based pricing, quarterly review cycles. No other operator offers a structured liquidity mechanism of this kind.
One of the last underpriced premium coastlines in southern Europe. UNESCO heritage, year-round climate, direct flights from major hubs. €500,000 buys a position here that would cost multiples in Provence or the Balearics. This is not a pin on a map. It is the reason the company exists.
“Would you make this investment if the visa didn’t exist?” If yes, the visa is a bonus, not the reason. That is the test — and it is the only honest way to build a residency-by-investment program.
Programme Comparison
A direct comparison of the remaining viable pathways. Facts, not positioning.

Transparency
We believe investors deserve complete clarity before they commit — every cost visible upfront, every timeline honest, every structure open to scrutiny. That conviction is built into everything we do.
The founder and multiple team members own property in the Noto region and have invested their own capital in the project. We are not selling a place we would not live in. We are not recommending an investment we have not made ourselves.
Where a referral partner introduces an investor to Sicily Prime, we pay a one-time referral commission — standard market practice. It is not ongoing. Our financial modelling accounts for this from day one, and the details are open to our members and investors at any time. Our legal and tax counsel are named, accessible, and paid for their expertise — not for directing capital. Your advisor is welcome to review every document alongside ours.

Your €500,000 investment is made only after the Italian government issues pre-approval (Nulla Osta). You do not risk capital on an uncertain outcome. This is a structural feature of the Italian program — and the reason we chose Italy.
The Internal Marketplace — unique in the Golden Visa market — enables you to offer your shares to incoming or existing investors within the community. Share transfers require board approval to maintain community quality and investor alignment. Pricing is based on the most recent Net Asset Valuation, with exit requests reviewed quarterly. Liquidity designed into the structure from day one.
We know from experience that the investment decision is a family decision. We welcome your spouse, your children, your parents to visit, to ask questions, to experience the place and the community before any commitment is made. This is not a transaction to be closed. It is a life decision to be made with clarity.
