The Sovereign Option
“We do not lead with the investment. We lead with the place. We lead with the life. The Golden Visa is the structural enabler of something far more important.”
Why Now
For two decades, investor residency programs gave globally mobile families a second position in the world. That architecture is collapsing. Italy stands increasingly alone as a stable, well-structured option within the European Union.
Golden Visa program terminated in April 2025. No new applications accepted.
Real estate route eliminated. Remaining fund-based pathway severely backlogged, with processing times exceeding 24 months.
Citizenship-by-investment program struck down by the European Court of Justice. Under active infringement proceedings.
Investment thresholds raised to €800,000 in prime areas. Continued tightening expected under EU pressure.
Tier 1 Investor Visa shut entirely in February 2022. No replacement program.
EU Commission has taken a firm position. Schengen visa suspensions for Vanuatu and Dominica. Offshore passports are eroding in value.
Families who relocated to Dubai, Abu Dhabi, and Riyadh are asking harder questions about long-term security, geopolitical exposure, and the rights framework they are operating within. A UAE residence card is not equivalent to an EU residence permit — and the distinction matters when the world shifts.
Access to a single market of 450 million people. The world’s second-largest GDP. Treaty-guaranteed rights to live, work, and move across 27 member states. The EU outranks competing jurisdictions in trust in institutions, quality of life, consumer protection, rule of law, access to education and culture, human rights, stable governance — and many crucial factors more that make life worth living beyond accumulating. An Italian residence permit is not a convenience — it is a structural position in one of the most enduring civilisational frameworks on earth.
The third-largest economy in Europe. A G7 founding member. The highest concentration of UNESCO World Heritage Sites on earth. Universal healthcare ranked among the best globally. A civilisation whose influence on design, food, architecture, law, and the texture of daily life is without equivalent. Italy is not a program — it is a place. The program is simply how you enter it.
Italy’s Golden Visa
Italy’s Investor Visa for Italy (Visto Investitori) offers four qualifying investment routes. Each grants a two-year renewable residence permit with a pathway to permanent residency and citizenship.
| Investment | Route | Notes |
|---|---|---|
| €250,000 | Innovative startup | Must qualify as “innovative” under Italian law. Limited scope. |
| €500,000 | Established Italian company | Sicily Prime’s pathway. Equity investment in an established, operating Italian company. The most robust and well-understood route. |
| €1,000,000 | Italian government bonds | Two-year minimum hold. Low yield. No tangible asset. |
| €2,000,000 | Philanthropic donation | Non-recoverable. Directed to culture, education, immigration management, or research. |
€500,000 equity investment in Sicily Prime S.r.l. — an established, operating Italian company with tangible real estate assets, active construction programs, and a hospitality operation in southeastern Sicily. This is not a blind fund. It is a company you can visit, whose assets you can walk through, and whose team you can meet.
Capital after approval. The investment is made after Nulla Osta pre-approval — not before. You do not deploy €500,000 and then hope for a visa. You receive government confirmation that your application has been accepted, and only then does capital move. This is the single most important structural protection in the program, and the fact that distinguishes Italy’s approach from nearly every other residency-by-investment scheme in the world.
The Tier One Investment
An equity investment of €500,000 in Sicily Prime S.r.l. — an established, operating Italian company active in luxury real estate development and hospitality in the Noto–Syracuse region of Sicily.
The investment meets the €500,000 threshold for Italy’s Investor Visa (Golden Visa) under the “established Italian company” pathway. Capital is deployed only after the Italian government issues pre-approval (Nulla Osta), reducing capital-at-risk.
3–6 months from application to residency permit. Investment made after pre-approval — not before.
The Process
A clear, sequential pathway. No ambiguity, no hidden steps. Your capital does not move until the Italian government has confirmed your eligibility.
Confidential discussion with Sicily Prime and our legal counsel. Assessment of eligibility, family structure, and objectives.
Verification of source of funds, background checks, and preparation of the investor profile. Coordination with your existing advisors as needed.
Formal application submitted to the Italian Committee for the Ordering, Coordination and Monitoring of Immigration. No capital commitment required at this stage.
Government confirmation of eligibility. Typically 3–6 months from initial application. This is the critical milestone — the green light.
Only now does capital move. €500,000 equity investment into Sicily Prime S.r.l. executed upon Nulla Osta approval.
D-type Investor Visa issued by the Italian consulate in your country of residence. This is an entry visa — it grants you the right to enter Italy and proceed to the next step.
Upon arrival in Italy, you apply for the Permesso di Soggiorno — your Italian residence permit. Valid for two years, this is the document that grants you the right to live in Italy and travel freely within the Schengen Area.
After two years, a new Nulla Osta is required for each renewal. The investment must remain active and the company operational. Renewal extends the permit for an additional three years. Sicily Prime manages the renewal documentation on your behalf.
After 5 years of continuous legal residency. EU long-term residence permit. No further renewal required.
Eligible after 10 years of legal residency. Italian — and therefore EU — citizenship. One of the strongest passports in the world.
The Flat-Tax Advantage
Italy’s regime forfettario per i neo-residenti offers new tax residents a fixed annual substitute tax on all foreign-source income — regardless of amount. Extended in the 2026 Budget Law. Italy is now a serious alternative to traditional wealth-management jurisdictions.
For a family earning €2M, €5M, or €20M per year from non-Italian sources, the tax is the same: €300,000. This changes the calculus of where to hold your primary residence — and it is precisely why families from London, Dubai, and Singapore are looking at Italy with new seriousness.
Why Sicily Prime
You could invest €500,000 in any qualifying Italian company and obtain the same visa. Here is why this one is different.
Specific villas on specific land in a specific place. Not a blind fund, not a financial abstraction. A real estate portfolio you can walk through and touch.
Every shareholder receives a 14-day annual complimentary hospitality benefit across the Sicily Prime villa collection. Your investment is a place you experience.
A curated community of YPO, EO, Tiger 21, and Argonauts members. The people around the table have built companies, led organisations, and earned their seat.
Sicily Prime’s Internal Marketplace — unique in the Golden Visa market — enables you to offer shares to incoming or existing investors within the community. Board-approved transfers, NAV-based pricing, quarterly review cycles. No other operator offers a structured liquidity mechanism of this kind.
One of the last underpriced premium coastlines in southern Europe. UNESCO heritage, year-round climate, direct flights from major hubs. €500,000 buys a position here that would cost multiples in Provence or the Balearics. This is not a pin on a map. It is the reason the company exists.
“Would you make this investment if the visa didn’t exist?” If yes, the visa is a bonus, not the reason. That is the test — and it is the only honest way to build a residency-by-investment program.
Programme Comparison
A direct comparison of the remaining viable pathways. Facts, not positioning.

Transparency
We believe investors deserve complete clarity before they commit — every cost visible upfront, every timeline honest, every structure open to scrutiny. That conviction is built into everything we do.
The founder and multiple team members own property in the Noto region and have invested their own capital in the project. We are not selling a place we would not live in. We are not recommending an investment we have not made ourselves.
Where a referral partner introduces an investor to Sicily Prime, we pay a one-time referral commission — standard market practice. One time. Single layer. No ongoing fees, no multi-layered commission chains. Our financial modelling accounts for this from day one, and the details are open to our members and investors at any time. Our legal and tax counsel are named, accessible, and paid for their expertise — not for directing capital. Your advisor is welcome to review every document alongside ours.

The Internal Marketplace — unique in the Golden Visa market — enables you to offer your shares to incoming or existing investors within the community. Share transfers require board approval to maintain community quality and investor alignment. Pricing is based on the most recent Net Asset Valuation, with exit requests reviewed quarterly. Liquidity designed into the structure from day one.
We know from experience that the investment decision is a family decision. We welcome your spouse, your children, your parents to visit, to ask questions, to experience the place and the community before any commitment is made. This is not a transaction to be closed. Programme Basics
Italy’s Investor Visa grants EU residency to non-EU nationals who make a qualifying investment of €500,000 in an Italian company. Processing takes 3–6 months — compared to Portugal’s 18–36 month backlog. No minimum physical presence is required. Family members — spouse, dependent children, and dependent parents — are included on a single application. As European Golden Visa programs close or deteriorate across Spain, Greece, and Malta, Italy stands increasingly alone as a stable, investable pathway to EU residency.
€500,000 equity investment in Sicily Prime S.r.l., an operating Italian company with three integrated business lines: mezzanine real estate finance, development management, and luxury hospitality. You receive real equity in a real company with tangible assets — not a blind fund, not a financial abstraction. Your investment corresponds to specific villas on specific land that you can visit, stay in, and watch being built.
Document preparation: 1–2 months. Committee review (Nulla Osta): approximately 30 working days. Consular visa issuance: 1–2 months. Arrival and investment completion. Total: approximately 3–6 months from application to residency permit. Your capital does not move until the Italian government has confirmed your eligibility.
What You Receive
EU residency for yourself, your spouse, dependent children, and dependent parents. Equity participation in the performance of your allocated villa portfolio — rental income, capital appreciation, and operational growth. Contractual economic rights over a designated portfolio of real estate, secured by a five-layer legal protection framework — not a blind fund. 14 days complimentary annual stay in Sicily Prime managed properties for up to 6 guests (occupying a maximum of 3 bedrooms). Full membership as a Prime Member — all events, cultural programming, and access to the peer network. Access to the Internal Marketplace for liquidity within the community. Pathway to permanent EU residency after 5 years, Italian citizenship after 10. No minimum physical presence requirement (absences must not exceed 6 consecutive months).
Italy’s regime forfettario per i neo-residenti offers new tax residents a fixed annual substitute tax of €300,000 on all foreign-source income — regardless of total worldwide earnings — for up to 15 years. For a family earning €2 million, €5 million, or €20 million per year from non-Italian sources, the tax is the same: €300,000. Additional family members can be included at €50,000 each (for new entrants from 2026; €25,000 grandfathered for those who opted in before 2026). This applies to those who establish Italian tax residency and have not been Italian tax resident in 9 of the previous 10 years.
Full access to the Sicily Prime community — a curated peer network of YPO, EO, Tiger 21, and Argonauts members who have made the same decision you are considering. Seasonal events shaped by the land: harvest dinners, archaeological tours, chef collaborations, wine pressings on Etna. Cultural programming in the Baroque towns of the Val di Noto. And the thing no brochure can sell: the conversations that happen when accomplished people share time in a place that makes presence unavoidable.
Trust & Transparency
No. Your €500,000 stays in your own accounts until the Italian government issues pre-approval (Nulla Osta). Only the handling and community sign-up fee (€10,000) is paid upfront. This is a structural feature of the Italian program and the single strongest reason we chose Italy as our jurisdiction. You do not risk capital on an uncertain outcome.
Equity investment: €500,000. Handling & community sign-up fee: €10,000. Legal fees: €8,000–€15,000. Government fees: €3,000–€5,000. Tax advisory: €3,000–€8,000. Translations and digital signatures: €1,000–€2,000. Travel: €2,000–€5,000. Permit renewal (biennial): €500–€1,000. Total all-in Year 1: €524,500–€541,000. Ranges reflect average numbers depending on country of citizenship and readiness of documents. Exact figures confirmed during consultation. We publish this because we believe clarity is the foundation of trust.
Where a referral partner introduces an investor, we pay a one-time referral commission — standard market practice. One time. Single layer. No ongoing fees, no multi-layered commission chains. No fund management fees. No performance fees on top of performance fees. Our financial modelling accounts for referral costs from day one, and the details are open to our members and investors at any time. Your own advisors are welcome to review every document alongside ours.
Family & Lifestyle
One application covers your spouse, dependent children, and dependent parents — all with the same residency rights, the same pathway to permanent residency and citizenship, and full access to the Sicily Prime community. No additional investment required. Family members are welcome at site visits and community events before any commitment is made. The strongest investments we see are the ones where both partners have walked the land.
No. Italy’s Golden Visa has no minimum physical presence requirement. You need a registered address in Italy — Sicily Prime provides this — and must not be absent for more than 6 consecutive months to preserve residency continuity. Many of our investors maintain their primary base elsewhere and visit Sicily seasonally.
Every investor receives 14 days of complimentary annual stay for up to 6 guests (occupying a maximum of 3 bedrooms) across the Sicily Prime managed villa portfolio. No commission, no booking fee. High season (June–September) is reserved for rental income — an honest detail that protects everyone’s returns. Mid-season (April–May, October–November) is available on a first-come, first-served basis with a cap. Low season (December–March) is available freely at the investor’s discretion. This benefit becomes available once the first villas are completed (from end of 2027).
Investment Protection & Exit
After 5 years, your shares become eligible for the Internal Marketplace — a curated peer-to-peer liquidity mechanism within the Sicily Prime community. Exit requests are reviewed quarterly. Pricing is based on the most recent Net Asset Valuation. This is private equity, not a public market — immediate liquidity is not guaranteed. But the growing community of incoming investors and tangible underlying assets provide a structural exit pathway that most visa-qualifying investments do not offer.
Returns are variable and performance-based, not guaranteed.† Investors participate in economic participation premiums, development management fees, hospitality revenue, and portfolio appreciation. We do not promise specific numbers on a public page. What we can share: prime villas in the Noto–Syracuse corridor command €1,700–€2,400 per night depending on seasonality. Villa sales prices in the Noto corridor have appreciated 5–9% annually since 2023 — significantly outperforming Sicily (+1%) and the Italian national average (+4%) — driven by the region’s emerging luxury positioning and expanding international connectivity. Detailed projections are provided in the confidential investor memorandum upon qualification.
Sicily Prime holds contractual economic rights and security interests over its developments — secured by a five-layer legal protection framework under Italian civil law (Procura Irrevocabile, Preliminare Trascritto, Vincolo di Destinazione, Clausola Penale with Titolo Esecutivo, and Ipoteca Volontaria). Project-level accounting with dedicated bank accounts per deployment. Funds held in a dedicated special-purpose account until visa is fully approved. Sicily Prime does not acquire property title — this is a deliberate structural choice for regulatory compliance and Golden Visa qualification.
Why Italy, Why Sicily Prime
Spain closed its Golden Visa in April 2025. Portugal is backlogged 18–36 months with 50,000+ pending applications. Greece repriced to €800,000 in prime areas. Malta was struck down by the European Court of Justice. Italy: 3–6 months processing, €500,000 minimum, no minimum stay, politically insulated because investment goes into companies (not property), no housing-market backlash. The program is stable, the government is supportive, and Italy stands increasingly alone as a viable EU pathway.
Five structural differentiators: (1) Capital only moves after visa approval. (2) Real equity in a real operating company with three integrated business lines. (3) Transparent referral structure — no hidden commission chains. (4) You can see, visit, and stay in what your investment builds. (5) Founded by an investor who lives in the asset, with a team that has collectively invested their own capital and families in the same place.
This is the question every sophisticated investor asks — and the one most operators hope you won’t. By placing it here, we invite that scrutiny. Sicily Prime is an operating company with three integrated business lines in Europe’s fastest-rising luxury destination, backed by €20 million in active development across 8 projects. The investment thesis stands on its own merits. The visa is a structural bonus — not the reason.
If you are considering a position in Europe — for yourself, your family, or your legacy — this is where the conversation starts. Not with a form. Not with a sales call. With a private, confidential discussion about what you are building and where Italy fits.
